Stanley C. Jaroszenski, who is 64 and lives downtown, was arrested Monday on a federal indictment listing 117 charges of sending hypodermic needles and threatening letters to numerous people, including LAPD Chief Bill Bratton and Rep. Linda T. Sanchez.
