The Times reconstructs the 2003 murder of 16-year-old Martha Puebla, killed after detectives told a Vineland Boyz murder suspect that she had ID'd him. The Times has posted video it was given of Edith Isabel Rodriguez writhing for 45 minutes on the floor of the emergency room lobby while staffers ignored her. This was the case where her boyfriend called 911 from a pay phone outside the hospital pleading for help before she died. LAT


Parcel tax for gangs moves ahead

The City Council requested legal language be drafted to ask voters to approve an annual tax of $36 to $40. No decision has been made to put the measure on the November ballot. DN


Three LAPD officers put on home leave

The department is investigating allegations that officers lied under oath during a recently dismissed drug possession trial. "We will not tolerate breaking the law to enforce the law," Chief Bratton told police commissioners. LAT
