A three-judge panel of the state Court of Appeal agreed with a lower court’s decision to throw out a lawsuit that argued the LAPD policy violated federal and state laws. Chief William Bratton favors the policy, dating to 1979, that bars officers from initiating contact with someone solely to determine their immigration status.
