Josh Stephens is the new editor of California Planning & Development Report, the Ventura-based land-use publication. He replaces Paul Shigley, who will step back after 11 years to senior editor status and focus on other writing projects. Stephens was former editor of The Planning Report and Metro Investment Report here in L.A. and has written for Planetizen, Next American City, Sierra, InTransition, and Planning Magazine. Bill Fulton remains at CP&DR as editor and publisher emeritus, the announcement says.
