That $1 billion project to mess up traffic across the Westside and Sepulveda Pass for years — oops, I mean add a carpool lane to the 405 freeway and modernize bridges and ramps — attracted only one construction bidder. That would be Kiewit Pacific Company. A county auditor took note of the curiosity, as did Dennis Romero at LA Weekly.
