Suit challenges county plastic bag ban

The suit filed on behalf of plastics manufacturer Hilex-Poly and bag users challenges the county's ban on plastic shopping bags in unincorporated areas. The suit relies on the state's Proposition 26, which says fees levied on Californians should only cover the cost of a service.
