Robert K. Dornan, the conservative who lost his House seat to Loretta Sanchez in Orange County in 1996 (and lost to her again in '98), has filed papers to run in the Republican primary against Rep. Dana Rohrabacher (R-Huntington Beach). He has until 5 p.m. to put up the filing fee and signatures or shut up.
