Most nights, it seems, one window remains brightly lit on the west face of the City Hall tower. Lisa Napoli emails that she and her neighbors on Bunker Hill watch the light burn late even on weekends. They just have to know: who's working so hard over there? Does someone deserve a promotion? Or is the lamp just left on?
