Actor Kevin Costner has invested 15 years and about $24 million in a novel way of sifting oil spill, and his method will get a test by BP and the Coast Guard plan — all while actor Stephen Baldwin is producing a documentary about Costner's device and the Gulf of Mexico oil spill. LAT
