I left LA for Chicago why?This time it's a captain with the Los Angeles Fire Department arrested on suspicion of trying to buy seven balloons of simulated heroin from undercover officers near Avenue 61 and Figueroa Street in Highland Park. The suspect was identified as Capt. Matthew Phillpsen, says the L.A. Times. Under investigation, the LAFD says in a statement.
