County mayor

Regarding the proposal to create an office of the Los Angeles County chief executive...

 The staffing problem could be solved by creating a county legislature with 31 districts, with part time electeds and 2-3 staff positions each, since the areas covered will be much smaller. It would also be more representative of the varied ethnicities in the County.

The Mayor would be the Chief Executive, not voting, but holding a veto power.
