The county's official rainfall map for the past 24 hours shows 0.00 for two high profile measuring stations: the ones at USC (presumably the gauge formerly known as Civic Center) and, oops, at the Department of Water and Power headquarters. Malfunction — or did someone forget to pay the electric bills?
