The governor says he's making some progress in negotiations with Republicans and would like the Senate and Assembly to delay their Thursday votes. Senate President Pro Tem Darrell Steinberg is going along with the delay. No word on when the votes might happen. Five Senate Republicans have asked that the budget include a spending cap, and pension, regulatory, and tax code reforms. They declared their talks at an impasse on Monday, but since then there have been more discussions. (SF Chronicle)
