Pretty dumb indeed. A CNN poll found that Americans, on average, thought foreign aid takes up 10 percent of the federal budget. It's actually 1 percent. They thought funding for public television and radio takes up 5 percent of the federal budget. It's actually 0.1 percent. And you wonder why things are so messed up?
