Once again, Nevada is tops, with a 12.7 percent unemployment rate in January. California and Rhode Island were tied for second-highest, at 10.9 percent. North Dakota had the lowest rate, at 3.2 percent, followed by Nebraska, at 4.0 percent. It is worth pointing out that California unemployment varies significantly throughout the state (there's a wide variance between L.A. and OC counties, for example), and so the overall 10.9 percent figure is only of limited value.
