Council approves Grand Avenue

The City Council vote was 13-0 for the new high-rise and shopping district to surround Disney Hall. "This is a historic day for Los Angeles," said Eli Broad, who has been driving the project. "It changes the entire completion complexion of the center of our city." [The Times web story originally quoted Broad saying completion, and now says complextion. I'll assume he said complexion.]
