David Nahai, whose short stint as general manager of the Department of Water and Power for Mayor Antonio Villaraigosa ended last year, is joining the Los Angeles law firm of Lewis, Brisbois, Bisgaard & Smith as a partner and co-chair of the energy, environmental and water practice and the real estate practice.
