Acting governor declares emergency in L.A. county

Lt. Gov. Abel Maldonado, running out of time on his term, took an action today that got him some media coverage. He added Los Angeles County (and Santa Barbara and Kings) to the list of California counties declared to be in a state of emergency due to the past week's rains.
