Forbes is going to town with its annual list of the world's billionaires (not to be confused with its annual Forbes 400, which lists the wealthiest Americans, all of whom are also billionaires). What stands out in the world list is how many really, really rich people you've never heard of. For instance, number four on the list - after Buffett, Gates and Carlos Slim Helu - is Lakshmi Mittal. Who? He heads ArcelorMittal, which happens to be the world's largest steelmaker. A longtime resident of London, his net worth is $45 billion. Speaking of location, the top spot for billionaires is.... Moscow, with 74 of them and an average net worth of $5.9 billion. NY is second, with 71, and L.A. pulls in at sixth, with 24 (I've seen other lists that have the total in the low 30s). Of course, keep in mind that many of these folks have residences around the world. L.A. is especially popular with the part-timers. Here’s the top 10.
