Maybe it's just a blip, but California beat expectations for tax collections in October by 7.1 percent, or $285 million. The reason was higher-than-expected revenues from corporate taxes. Personal income taxes came in as expected while sales taxes were off 9 percent. California remains way behind in general fund receipts, and Gov. Arnold Schwarzenegger predicted a new round of budget cuts. (Capitol Alert, LAT)
