I'm still not sure how Mayor Villaraigosa intends to put his two-day-a-week furlough idea into effect when he has an agreement with the L.A. Coalition of City Unions that prohibits the city from unilaterally imposing mandatory layoffs or furloughs through June. From its statement:
This is playing brinksmanship and city residents will pay the price. This is not a game; it shouldn't be treated as a game. Los Angeles has a serious crisis, but we are doing something about it. We need to change how our city does business, in order to resolve budget problems and preserve services for the future.
As Kevin noted, the mayor will be all over radio and TV today to explain himself.
