Mark Lacter has the scoop over at LA Biz Observed: Rick Wartzman gave his notice at the L.A. Times to join the New America Foundation, the think tank where Gregory Rodriguez and Joel Kotkin, among others, are fellows and ex-LAT writer Dave Lesher is California director. Wartzman was named editor of the Los Angeles Times Magazine in February 2005 and oversaw its redesign into West this year. Rumors are that West will be scaled back in 2007.
