Black paint ban is DOA

That is, if it ever really existed. From Martin Zimmerman at Up to Speed, the LAT's auto blog:

The California Air Resources Board said...it has no plans “at this time” to regulate car paint as part of a plan to reduce greenhouse gas emissions — and never intended to outlaw black cars in the first place.

But a bunch of gas stations still face CARB fines, or going out of business, when new rules for vapor recovery nozzles kick in Wednesday.
