L.A. Cityview channel 35 on cable in Los Angeles will carry Mayor Antonio Villaraigosa's 4 p.m. speech, to be held this year at the LAPD headquarters across from City Hall.

Earlier today: Villaraigosa's DWP commissioners approved his appointment of Austin Beutner as interim general manager of the utility.

Also: Repeat former candidates Walter Moore, David Hernandez and others launched a recall drive against the mayor. They have 120 days to gather signatures.
