Looks like it will come down to the state Senate, where Gov. Arnold Schwarzenegger and minority leader Dave Cogdill were scrambling for two additional votes that would ensure passage of a plan to resolve the budget deadlock. WSJ reports that the needed three Republican votes in the Assembly appear in hand, but the Senate is another matter. With all the havoc that this impasse has brought - and with the distinct possibility of the state running out of money - it's mind-boggling that such intransigence would persist among Senate Republicans. But there it is.

That's left Mr. Schwarzenegger scrambling to find backing in the senate for a deal that is likely to define his tenure. He is calling moderate Republican state senators to persuade them to approve the budget, Republicans said. The governor has "called and met with individuals on both sides of the aisle for quite some time," Mr. Schwarzenegger's spokesman said.

Votes are expected over the weekend.
