Chief Hoovler, we weren't expecting you here, especially in dress blues.
CHIEF HOOVLER
How long did you think you could run a private investigation?
DELAND
Sir, this isn't exactly private.
CHIEF HOOVLER
You've been all over this city two nights running, including at least two different crime scenes, without reporting in to your lieutenant until an hour ago.
DELAND
I can explain that...
CHIEF HOOVLER
Explain it to IAD.
(to uniformed officer)
Get their guns and badges.
DELAND
Excuse me?
CHIEF HOOVLER
You heard it right, Detective. We don’t protect anybody in this department. There’s not going to be another Rampart on my watch.

The two detectives angrily slap their guns and badges onto the desk. The uniform collects them.

CHIEF HOOVLER
You two are suspended until further notice.

The door opens and Napolitano enters.

NAPOLITANO
Hold on, Walter. If any laws were broken here, it’s on me, not them. When I was on the force...
CHIEF HOOVLER
You flunked the captain’s exam. Twice. Now get this through your head: Police officers work for the citizens of this city. Not for you.
